【摘要】:TheCommonInformationModel(CIM)isanabstractmodelthatrepresentsallthemajorobjectsinanelectricutilityenterprisetypicallyinvolvedinutilityoperations.Byprovidingastandardwayofrepresentingpowersystemresourcesasobjectclassesandattributes,alongwiththeirrelationships,theCIMfacilitatestheintegrationofEnergyManagementSystem(EMS)applicationsdevelopedindependentlybydifferentvendors,betweenentireEMSsystemsdevelopedindependently,orbetweenanEMSsystemandothersystemsconcernedwithdifferentaspectsofpowersystemoperations,suchasgenerationordistributionmanagement.Thisisaccomplishedbydefiningacommonlanguage(i.e.,semanticsandsyntax)basedontheCIMtoenabletheseapplicationsorsystemstoaccesspublicdataandexchangeinformationindependentlyofhowsuchinformationisrepresentedinternally.TheobjectclassesrepresentedintheCIMareabstractinnatureandmaybeusedinawidevarietyofapplications.TheuseoftheCIMgoesfarbeyonditsapplicationinanEMS.Thisstandardshouldbeunderstoodasatooltoenableintegrationinanydomainwhereacommonpowersystemmodelisneededtofacilitateinteroperabilityandplugcompatibilitybetweenapplicationsandsystemsindependentofanyparticularimplementation.DuetothesizeofthecompleteCIM,theobjectclassescontainedintheCIMaregroupedintoanumberoflogicalPackages,eachofwhichrepresentsacertainpartoftheoverallpowersystembeingmodeled.CollectionsofthesePackagesareprogressedasseparateInternationalStandards.ThispartofIEC61970specifiesabasesetofpackageswhichprovidealogicalviewofthephysicalaspectsofEnergyManagementSystem(EMS)informationwithintheelectricutilityenterprisethatissharedbetweenallapplications.Otherstandardsspecifymorespecificpartsofthemodelthatareneededbyonlycertainapplications.Subclause4.2belowprovidesthecurrentgroupingofpackagesintostandardsdocuments.
